Understanding the Program
The DOT SAP (Substance Abuse Professional) Program is a federally mandated process for safety-sensitive transportation employees — such as commercial drivers, pilots, and transit operators — who violate drug and alcohol regulations.
It guides individuals from an initial testing failure through rehabilitation and eventual return to work. You cannot simply use any general therapist — federal law requires a DOT-qualified professional.
An employee who fails or refuses a drug or alcohol test is immediately removed from duty. Without completing the full SAP process, they cannot legally return to safety-sensitive functions. Time is money — every day off the job is lost income.
The SAP Process
The DOT SAP process is structured and regulated. Here's exactly what happens from the moment of a testing violation to your return to safety-sensitive duties.
A face-to-face or telehealth clinical assessment with a DOT-qualified Substance Abuse Professional. We evaluate your situation and determine the right course of action.
Completion of the specific counseling, education, or rehabilitation program prescribed by the SAP — tailored to your unique situation and needs.
A second evaluation by the SAP to confirm that you've successfully completed the treatment plan and are ready to return to duty safely.
An observed negative drug or alcohol test administered by your employer — the final checkpoint before resuming safety-sensitive functions.
A strict, unannounced testing schedule prescribed by the SAP for up to 60 months, with a minimum of six tests in the first 12 months.
